asked the Minister for the Environment the reason for the delay in sanctioning finance for the construction of a house by Galway County Council for a person (details supplied) in County Galway.

I propose to take Questions Nos. 159, 161 and 162 together.

The responsibility for the identification of need for local authority housing and the planning and initiation of a housing programme to meet that need is a matter for each individual housing authority. The capital allocation provided in 1987 was fully expended and it was not possible to issue sanction for any further new starts. Pending examination of the housing authorities' claims for capital allocations for their 1988 housing construction programme, which were recently received in my Department, it is not possible to indicate what funds will be available to individual authorities to finance their housing programme.
