Vol. 378 No. 2

Written Answers. - Remedial Teachers.

59.

asked the Minister for Education the number of remedial teachers appointed in each area during the period February 1987-February 1988; and the criteria used for the sanctioning of such appointments.

Applications of schools for remedial teaching posts are processed in the Department and posts are allocated in accordance with a priority of educational need. The number of remedial posts to be sanctioned in any school year depends on the financial resources available to the Department.

Thirty additional remedial posts at primary level were sanctioned for the entire country in the school year ending 31 August 1987 as follows:— Co. Dublin, 12; Co. Longford, 3; Co. Meath/Westmeath, 3; Co. Mayo, 2; Co. Limerick, 2; Co. Tipperary, 2; Co. Cork, 1; Co. Donegal, 1; Co. Galway, 1; Co. Kildare/Wicklow 1; Co. Kerry, 1; Co. Waterford, 1.

Some of these posts were allocated on a shared basis between a number of schools.

Further posts have not been allocated in the school year 1987/88.

Fifty-five additional remedial/guidance teacher posts were allocated for the 1986/87 school year to post-primary schools catering for disadvantaged pupils in accordance with the terms of my Department's Circular Letter 23/86. A copy of the circular together with a list of the schools involved is being circulated in the Official Report. It was left to the school management authority to decide whether each post should be remedial or guidance. No additional remedial teacher posts were allocated to post-primary schools for the 1987/88 school year.

Circular Letter 23/86

Establishment of Additional Remedial/ Guidance Posts in Post-Primary Schools catering for Disadvantaged Pupils

I am directed by the Minister for Education to inform you that, in accordance with the provisions in the National Plan, it is proposed to allocate additional remedial and guidance posts in 1986/87 to post-primary schools catering for disadvantaged pupils.

Sanction in respect of such posts will, in general, be conditional, inter alia, on

(a) the Minister being satisfied that there is a need in the school which cannot be met satisfactorily by any alternative means;

(b) the availability of a teacher who not only satisfies the appropriate qualification requirements for a post-primary teacher but also already possesses an acceptable qualification in Remedial Education or in Guidance.

In allocating the posts, priority will be given to schools making specific educational proposals in relation to pupils having special learning needs.

Management authorities seeking approval for such a post should make application to the Department (Post-Primary Teachers' Section, Irish Life Centre, Lower Abbey Street, Dublin 1) not later than Friday 13th June 1986. The application should be accompanied by evidence of the need for the additional post in the school. This evidence would ideally take the form of the results of tests of attainments and of skills (e.g. language skills) carried out recently and information should be provided on the type of test used. This information could be supplemented by other background data considered relevant.
