Written Answers. - Conflict in Kampuchea.

asked the Minister for Foreign Affairs if he will raise within the framework of the United Nations the question of the future of Kampuchea having regard to the stated intention of the People's Republic of Vietnam to withdraw their forces and of the present Government of Kampuchea's announcement that it is prepared to provide for discussions with all parties within Kampuchea with a view to bringing about a form of Government, representative of the wishes of the people of Kampuchea; and if he will make a statement on the matter.

Ireland remains convinced that the basis for a just and lasting solution to the conflict in Kampuchea is contained in the Declaration of the International Conference on Kampuchea which calls for the withdrawal of Vietnamese troops and the exercise by the Kampuchean people of their right to determine their own future. Ireland supports the annual resolution presented to the UN General Assembly which also calls for these objectives. In view of the fact that Ireland is on record in support of this position, it would not be appropriate for us to take the matter up on any other basis.

We have noted that the Kampuchean conflict has been the subject of discussions in France in recent months between Prince Sihanouk and a representative of the Heng Samrin regime in which each side has put forward proposals. We hope that these discussions will eventually result in a satisfactory solution which, in our view, would have to be based on the elements set out in the Declaration of the International Conference on Kampuchea.
