asked the Minister for Foreign Affairs if Ireland proposes to establish diplomatic relations with the People's Republic of Vietnam; if he will at this stage accredit the Irish Ambassador in India with responsibility for maintaining diplomatic relations between Ireland and Vietnam; and if he will make a statement on the matter.

It would be inappropriate and contrary to international practice to speculate publicly on the question of the establishment of diplomatic relations between Ireland and any other country with which we do not already have formal relations as this would be a matter for discussion and prior agreement between the Irish Government and the other Government concerned. Ireland's network of diplomatic relations is small and must remain so for the foreseeable future given our limited resources.
