Article 3 of the agreement to establish the International Fund for Ireland provides that disbursements from the fund "shall be consistent with the economic and social policies and priorities of the respective Governments".
It is open to either Government to advise the board of the fund that support for a particular project would not be consistent with its economic and social policies and priorities.
