asked the Minister for Foreign Affairs if the introduction of a Bill of Rights in Northern Ireland is a policy objective of the Government; the submissions, if any, which the Government has made through the Anglo-Irish Conference under article 5 (a) of the Anglo-Irish Agreement on the question of the advantages and disadvantages of a Bill of Rights for Northern Ireland; and if he will make a statement on the matter.

I have already made clear, in my reply to a parliamentary question on 16 June 1987, that the Government favour the introduction of a Bill of Rights for Northern Ireland.

A number of submissions have been put forward by both sides in the ongoing discussions on this matter in the context of the Anglo-Irish Agreement.
