asked the Minister for the Environment if he will alter the regulations for the Housing Finance Agency whereby a housing co-operative would be allowed to borrow from the Housing Finance Agency and make repayments on an index basis linked to the growth of average industrial earnings over an agreed period of time or some other accepted formula in order to overcome many of the difficulties that housing co-operatives have experienced in the past in relation to the co-ordination of loan approval and the optimisation of cash flow; and if he will make a statement on the matter.

I am having an examination undertaken of the arrangements for the provision of loan finance for the construction of houses by co-operatives, to see if improvements are possible.
