asked the Minister for the Environment if his attention has been drawn to the legal anomaly which exists whereby if a person's licence is endorsed for three years and, during that time he fails to renew it on the exact date on which it lapses each year, the endorsement is automatically extended for a further two years; and the plans, if any, he has to alter legislation in this regard.
