asked the Minister for the Environment, in relation to the Chapelizod by-pass and the Lucan by-pass, Dublin 20, if they are running to or behind schedule; if the latter, the degree of delay; and the reason for same.

The projected construction period for the Chapelizod by-pass, as set out in the 1985 Road Plan, was 1985-88. Work started in July 1985. The scheme is expected to be completed in 1990.

The projected construction period for the Lucan by-pass, as set out in the 1985 Road Plan, was 1985-87. Work started in July 1986. The scheme will be opened officially next month.

The delay in carrying out these schemes is due mainly to the need to reduce the projected expenditure on major schemes generally since 1985, due to constraints on public expenditure and other work priorities. In addition, in the case of the Chapelizod scheme, construction is being phased to ensure that it will be completed the same time as the adjoining Johns Bridge scheme, which was due to start last year. This phasing is required so as to avoid bringing significant additional traffic volumes onto the Johns Bridge junction before the bridgeworks are completed. The commencement of the latter scheme was delayed because of the need to readvertise the contract. Tenders originally received in June 1988 were qualified contrary to the express terms of the contract documents. The contract has been readvertised and the closing date for receipt of tenders is 28 October 1988.
