asked the Minister for Justice the action, if any, he proposes to take to commemorate the 40th anniversay of the universal declaration of human rights; the exact measures and timetable within which any such proposals will be implemented; and if he will make a statement on the matter.

My Department are represented on an inter-departmental committee, chaired from the Office of the Attorney General, which has had under examination United Nations instruments relating to human rights. This committee have reported that legislation will be necessary to implement Article 20 of the UN Covenant on Civil and Political Rights which requires that incitement to national, racial or religious hatred should be prohibited. I hope to be in a position to introduce my legislative proposals on this subject at an early date.
