asked the Minister for Education if she has taken steps to ensure that RTE and its associate company Cablelink make provision for the transmission of the French language programme, TV 5 in the Dublin area; and if she will make a statement on the matter.

As my colleague the Minister for Energy and Communications outlined in the Dáil on 1 June 1988 this is essentially a matter for Cablelink. Apart from RTE 1 and Network 2 television which must be carried as a condition of the cable licence, it is a matter for the cable companies to decide the services they wish to relay and seek the permission of the Minister for Energy and Communications.
In the circumstances I can only reiterate the view I expressed in reply to a written question on the same subject on 30 June 1988 that I would welcome any development which would contribute to greater competence in foreign languages in this country.
