asked the Minister for the Environment the average length of time it takes for An Bord Pleanála to decide planning appeals; the reason delays in making decisions take place; whether he has any plans to introduce legislation or regulations to ensure that planning appeals are decided more speedily; if he will give the composition of An Bord Pleanála; and if he will make a statement on the matter.

Because the time taken by An Bord Pleanála to process appeals can vary considerably, the average time taken to deal with appeals is not regarded as a reliable indication of progress and information of that kind is not sought by my Department from the Board. However, at the end of September, 1988, over 50 per cent of appeals were on hand for less than 3 months, 87.4 per cent of all appeals were less than six months on hands and 98.7 per cent of all appeals were less than 9 months on hands.

Certain basic procedures must be followed in relation to every appeal and delays due to factors outside the control of the board can occur.

The possibility of introducing a time limit for appeals has been given careful consideration. I am advised that the imposition of absolute time limits on the appeals process, or parts thereof, would be unacceptable. However, the performance of the Board is kept under constant review with a view to ensuring that all avoidable delays are eliminated.

An Bord Pleanála is composed of a chairman, deputy chairman and 4 board members. The current staff complement is 61.
