asked the Minister for Agriculture and Food if his attention has been drawn to the fact that the effect of major delays in the Land Registry is that many applicants for installation aid are unable to produce registered title documents; and if he will, in lieu of same, accept as proof of title, copies of the documents of title duly certified by the solicitors involved as being true copies of the documents lodged and awaiting registration in the Land Registry.

Installation aid is not normally paid until the applicant has furnished evidence of registration. However where there is likely to be a delay in registration, payment will be considered on receipt of evidence that the necessary documents have been lodged in the Land Registry.
