asked the Minister for Finance the categories of public servants who have received special pay awards during the past three years; the increase which was awarded to each category; and the amount which was actually paid to each category.
Written Answers. - Public Service Pay.
The information requested by the Deputy is not readily available in my Department in respect of every category of public servant who has received a special pay award during the past three years i.e. from 1986 to date. The attached table sets out the details in respect of the main groups concerned.
The references to Clause 3.2 and Clause 3.3 in the table relate to clauses in the 1986 public service pay agreement.
Clause 3.2 allowed for the implementation of certain special pay increases as follows:
"Claims in respect of which adjudication hearings had taken place prior to 1 January 1986 may be implemented as follows:
(a) one third of the relevant increase may be paid from 1 December 1986;
(b) a further one third of the relevant increase may be paid from 1 December 1987;
(c) the remaining balance outstanding may be paid from 1 July 1988."
Clause 3.3 provided for the implementation of all other special increases on a similar phased basis but one year later, viz. with effect from 1 December 1987, 1 December 1988 and 1 July 1989.
