asked the Minister for the Environment the reason those with full Australian driving licences are not allowed to take out full driving licences here without a driving test, in the light of the fact that the Australians do not insist on a driving test for those with a full Irish licence; and if he will make a statement on the matter.

Under existing legislation, a person holding a driving licence issued by a member state of the European Community may exchange that licence for a licence issued by another member state without undergoing a driving test. Substantial progress has been made in harmonising conditions relating to driving licences and to driving tests in member states.

A visitor to this country who holds a driving licence issued by any foreign country may legally drive here for up to a year on the basis of that licence without undergoing a driving test.
