The Revenue Commissioners have advised me that the issue of a sub-contractor's certificate form C2 is governed by a number of statutory conditions. The taxpayer has not fulfilled these statutory conditions and is therefore not entitled to a C2 certificate. The Deputy was fully informed of the position on 26 January 1988.
