asked the Minister for the Environment whether it is his intention to provide any capital money from the road fund, during this financial year, towards the construction of the Balbriggan by-pass, County Dublin; and, if so, if he will give details of same.

The timing of construction of this scheme is being considered in the context of the preparation by my Department of: (a) an operational programme for national roads for the period 1989 to 1993, which will be submitted to the EC Commission before the end of next month for the purposes of the revised EC Structural Funds, and (b) a Blueprint for Road Development which will be published later this year.

A motorway scheme under the Local Government (Roads and Motorways) Act, 1974 will be made by Dublin County Council and will be submitted to my Department for approval in due course.

Pending the completion of these statutory procedures the question of providing funds for construction work does not arise.
