asked the Minister for Foreign Affairs if he will consider the setting up of a fund to aid victims of apartheid.

Ireland contributes to two funds in the United Nations context which provide assistance to victims of apartheid in South Africa. These are the United Nations Trust Fund for South Africa and the United Nations Educational and Training Programme for Southern Africa. Ireland also contributes to the United Nations Publicity Fund against Apartheid which seeks to heighten awareness of the evils of apartheid. Ireland participates as well in the European Community's Positive Measures Programme which provides assistance to projects designed to promote the abolition of apartheid and to contribute to the improvement of the lives of the black population of South Africa. It would not be my intention, therefore, against the background of the limitations on the budgetary resources available, to establish a separate fund as proposed by the Deputy.
