asked the Minister for Communications the conditions he intends to apply in deciding whether and how a new owner of cablelink will be licensed by his Department.

Under the Wireless Telegraphy (Wired Broadcast Relay Licence) Regulations, 1974, my approval is required before the benefit of a licence in respect of a cable system can be transferred from one person or company to another.

In considering any request for the transfer of a cable licence, my primary concern is to be satisfied that the new licencee would be competent to provide a satisfactory service to subscribers at reasonable cost and to comply with my Department's technical specifications, drawn up from time to time, relating to radio frequency management considerations and safety standards.
