asked the Minister for Communications if he will allow private sector operators to provide telephone kiosks; or if this will remain a monopoly service of Telecom Éireann.

I have no plans at present to license private sector operators to provide a public pay phone service. I am satisfied that in order that an acceptable level of service can be provided on a nationwide basis, Telecom Éireann's monopoly should be retained in respect of this service.

However, it is open to any person to seek a licence to provide a public pay phone service and any such application would be considered on its merits with particular consideration being given to the ability of the applicant to provide and maintain a nationwide system.
