asked the Minister for Health his views on an approach to health insurance that seeks to discriminate between existing members of health insurance schemes on the basis of their health record regarding eligibility for benefit or premium paid.

I have made it clear on a number of occasions that I am in favour of maintaining the principle of community rating in health insurance in Ireland. Under community rating, there is no discrimination between existing members of health insurance schemes on the basis of their health record.
