asked the Minister for the Environment, under the tenant purchase scheme 1988, the right of appeal a tenant purchase applicant has where the local authority's gross valuation is in excess of a professional gross valuation which the applicant himself received privately; the way in which this varies with the practice under previous tenant purchase schemes; and if he will make a statement on the matter.

As in previous tenant purchase schemes, a tenant who disputes the local authority's valuation may submit an independent opinion to the authority to be taken into account by them in reaching their final decision. However, notwithstanding any such evidence, the authority, which is responsible for the assessment of the market value, is the final arbiter in the matter.
