asked the Minister for Education whether a secondary teacher transferring from this State to Northern Ireland is immediately eligible for any position of responsibility on grounds of merit alone; and, if so, the steps which have been taken to provide reciprocity in this respect.

I understand that a teacher from this State who wishes to work in Northern Ireland, and who has the necessary qualifications entitling him/her to recognition as a qualified teacher there would have equality of opportunity with his/her counterpart from Northern Ireland.

A teacher with at least one year's service transferring from Northern Ireland to the Republic, who obtained a permanent incremental post, would, insofar as my Department is concerned, be eligible for appointment to a post of responsibility here. Such a teacher would, accordingly, be afforded equality of opportunity with his colleagues here. The question of an appointment to a post of responsibility is one in the first instance for the management authority of the school.
