asked the Minister for Health whether the implementation of his Department's Circular 5/87 by the health boards is being monitored by his Department; whether he has satisfied himself that hospital staffs in general are aware of the existence of this circular and its provisions; and if he will make a statement on the matter.

I am satisfied that Circular 5/87 which relates to the discharge from hospital and aftercare of homeless persons is being implemented by the health boards and voluntary hospitals and that they are committed to its implementation.

A review of this circular undertaken by my Department last year showed that the arrangements as specified in the circular were in place and operating well in all appropriate health board and voluntary hospitals apart from one or two isolated instances which are being investigated.Following this review the health boards and hospital authorities were requested to again bring the terms of the circular to the attention of all appropriate staff and particularly to new staff.
