asked the Minister for Justice the reason for the delay in reaching a decision on the application for citizenship of a person (details supplied) in County Kildare who has been resident in Ireland for six years and who has been married to an Irish national for three years; and when a decision will be made.

The application referred to in the question has of necessity been the subject of detailed consideration in my Department for some time but there has been no unnecessary delay in reaching a decision on it.

The possibility of granting the applicant a waiver of the normal five years' residence qualification was considered in 1986 but it could not be established that he was entitled to such a waiver.

In June 1988, when the applicant made a further application on completion of the statutory residence period here, the matter was again fully considered and in October 1988 he was advised that it had been decided that the grant of a certificate of naturalisation would not be justified.

I am at present considering further representations which have been made to me on the matter.
