asked the Minister for Education the reason the deeds of trust of community schools have, in the majority of cases, not yet been signed; the length of time this matter has remained in abeyance in each case; and the implications of the non-signature of these deeds of trust.

Of the 47 community schools in operation, deeds of trust have not yet been signed in respect of 23 schools.
In order that the deed may be presented to the trustees for signature, it is necessary that the title particulars of the site be registered in the Land Registry and that final account figures for building, equipping and furnishing the school be available. Final account figures are not available or are in dispute and title registration has not been completed in most of the cases.
Vocational education committees are not currently co-operating in the signing of deeds of trust for community schools.
A list of the 23 community schools in respect of which a deed of trust has not been signed is attached; the year of opening is indicated in each case. Non-signature has not given rise to any significant problem in the running of the schools. Payment of the local contribution does not, however, become due until the deed of trust has been signed.
In addition a programme of action is being drawn to address the various issues involved to expedite completion of the deeds of trust.
