asked the Minister for Justice if he will outline his policy in relation to life sentenced prisoners in Portlaoise prison in the context of Government policy regarding lifers in the Six Counties; and if he will make a statement on the matter.

The general criteria under which the cases of all offenders serving life sentences are assessed for possible release were set out in reply to Question No. 79 of 25 January 1989. Among the factors taken into account are the circumstances of the offence, length of sentence served, behaviour while in custody and the previous record of the offender. An overriding concern in assessing cases for release, is, of course, the risk which such a release would pose to the community. Each case falls to be considered on its individual merits solely by reference to these criteria.

In recent months I have received a number of representations about the cases of offenders serving life sentences and I am at present examining the procedures for the review of such cases.
