asked the Minister for the Environment the progress he has made in the implementation of the proposals in the 1987 Fianna Fáil Election Manifesto for co-ownership housing between local authority tenants and the local authority.

The detailed examination which I have had carried out of the potential for shared ownership suggests that, having regard to the range of borrowing instruments available in this country, including income related and convertible loans, the scope for shared ownership as a means of increasing access to housing is quite limited. It appears that present landlord and tenant law presents certain legal difficulties to developing practical shared ownership arrangements and I am currently having the legal aspects examined in my Department.
