asked the Minister for the Environment the progress made by him in the past three years to implement the promises made in the 1987 Fianna Fáil Election Manifesto to establish new district councils and to provide representation for voluntary bodies and community councils on the sub-committees of such district councils.

The general question of local government reform, including local authority structures, has been under consideration for some time and proposals in this regard had reached a fairly advanced stage. However, it is clearly desirable that necessary changes in this area should be on the basis of the maximum level of consensus. The Programme for Government includes a proposal to establish a select committee of the Oireachtas to examine and report on the whole question of local authority funding, structures and functions and the matter will now be considered in this context.
