asked the Minister for Education if she has initiated any systematic national scheme, in conjunction with health boards, for the early identification of children at risk of school failure because of home circumstances and poverty.

The identification of children at risk of school failure is in the first instance a matter for the school.

There is at present no systematic national scheme for identification of such children. Such failure may result from a wide range of circumstances and not merely from home circumstances and poverty.

I would hope that the pilot projects for a primary schools' psychological service which I am establishing will help to indicate how the development of more systematic identification may best be approached.
