Written Answers. - Advice to Departments.

Question:

99 Mr. Nealon asked the Minister for Finance the title and terms of reference of each commission, committee, working group or other similar body set up since 1 January 1986 to advise him on the policy or functions of his Department; the nature of each body, that is, whether it is permanent or ad hoc; when each adhoc body reported; its recommendations; and the action, if any, which has been taken or is being taken in regard to same.

The following is the information requested by the Deputy in respect of bodies set up since 1 January 1986 in my Department and in the offices under my aegis:

The International Financial Services Centre Certification Advisory Committee

This is a permanent interdepartmental committee which advises the Minister on the certification of companies for the 10 per cent rate of corporation tax available in the centre.

Sub-Committee of the Government Contracts Committee

To make recommendations on amendments to the contract form employed by Government Departments and local authorities in connection with building work. It is a temporary committee and will continue until the task is completed.

Ad hoc Working Group from An Post and Departments of Social Welfare, Finance and Communications.

To consider the modernisation of An Post's counter and agency services. The group reported in autumn 1989 and work is in progress on implementing the recommendations.

Ad hoc Inter-departmental Working Party from Departments of Finance and Industry and Commerce, together with The Central Bank

To examine the particular supervisory arrangements to be applied to the Stock Exchange in tandem with an examination of the proposed EC Directive on investment services in the securities field. In an interim report dated February 1990, it was recommended broadly that Ireland should support the proposed directive, a position currently being represented by Ireland's delegation at EC Council meetings. Its work is continuing.

Joint Working Party on Prize Bond Scheme (from the Bank of Ireland and the Department of Finance)

An ad hoc body set up to examine the system of administering the prize bond scheme to see if it could be streamlined. Following its report in June 1987, a newly established company jointly owned by An Post and FEXCO has taken over the operation of the scheme.

Select Group from the Office of the Revenue Commissioners and the Departments of Finance and Industry and Commerce

To examine and make recommendations on the provision of a managed network for customs automated entry processing. The committee's recommendations were accepted by the Commissioners.

Working and Advisory Groups on the National Development Plan 1989-1993

To provide a sub-regional input into the formulation of the plan. The reports of the seven groups were taken into account in the formulation of the plan and the operational programmes which will give effect to the plan. The working and advisory groups are now to be merged into subregional review committees which will be consulted concerning the implementation of subregional measures.
