Question:

19 Proinsias De Rossa asked the Minister for Energy if he will outline the Government's attitude to the European Commission's proposed energy policy; and if he will make a statement on the matter.

In 1986 a Community energy policy objectives and convergence of the policies of member states Council regulation was adopted. This regulation is still in force.

I have been urging the Commission to advance its work in drawing up a new long term energy policy document which would set out the energy scene up to the year 2010. To assist them in this task the Commission has planned a major energy conference in Brussels on 3-4 May 1990. It will, therefore, be some time before the new proposals are completed by the Commission.
I will be unable to comment on the proposals until they have been submitted to the Council but I can assure the Deputy that the document will be fully discussed and amended as necessary before it is agreed and adopted.
The Commission's current policy proposals to complete the internal energy market — Draft Directive on Transparency of Prices Charged to Industrial End Users, Draft Directives on the Transit of Gas and Electricity and a proposal to amend a Council regulation on investments in the energy sector — are fully supported by Ireland.
