Question:

75 Mr. Garland asked the Minister for Justice if he will amend the existing legislation on public liability insurance to avoid the time loss by referring this urgent matter to the Law Reform Commission; and if he will make a statement on the matter.

I propose to take Questions Nos. 71 and 75 together. I refer the Deputy to my reply to a question on 27 February 1990 in this matter — column 685 of the Official Report.

I have nothing to add to that except to say that the advantage of involving the Law Reform Commission — if that is decided — is that by publishing a consultation paper, in accordance with their usual practice, the commission can elicit the views of the different interests involved on what specific changes are called for in this complex area of the law.
