Question:92 Mr. J. Mitchell asked the Minister for Health if his attention has been drawn to the fact that the psychological assessment unit at Stewart's Hospital, Palmerstown, Dublin 20, has been withdrawn since October, 1989; if his attention has further been drawn to the fact that Circular 23/77 requires that, for admission to special classes, a child must have a psychological assessment before placement; that several children in the catchment area of Stewart's Hospital cannot be placed in a special class suitable to their needs until an assessment is made; and if, in view of their constitutonal rights to education, he will make immediate arrangements for the psychological assessment unit at Stewart's Hospital to be reinstated; and if he will make a statement on the matter.
