Question:

59 Mr. T. O'Sullivan asked the Minister for the Environment the reason he has not yet circulated the National Roads Authority Bill; the reasons for the long delay; the way in which the absence of legislation has affected the operation of the interim authority; and if he will make a statement on the matter.

Work on the preparation of a comprehensive Roads Bill, which would inter alia, provide for the establishment of the National Roads Authority on a statutory basis, was affected by the demands arising earlier this year in relation to the preparation of the Operational Programme on Peripherality and the development of systems to evaluate and monitor its implementation. Completion of the text of the Bill is being given high priority and I hope to be in a position to present it to the House next month.
