Question:

128 Mr. Garland asked the Minister for the Marine if, arising from his reply to Parliamentary Question No. 18 of 6 November 1990, he will make a statement on the fact that up to one quarter of the tonnage in Connemara could be operating without valid licence in cases where the licence was approved but not accepted formally by the applicant, which effectively means that the licence fee was never paid; and whether any action is being taken in these cases.

I propose to answer both these related questions together.

I have arranged to have map representations outlining the sea areas involved to be forwarded to the Deputy.

As regards the background to the delays in completing the licensing formalities, this has already been explained in detail in the answers to previous parliamentary questions.

The objective is to complete the regularisation process as rapidly as possible and good progress is being made. Those cases where licence offers have not yet been taken up are being actively pursued by my Department with a view to the early completion of the legal formalities.
