Question:

29 Mr. Pattison asked the Minister for Finance if he has established, as promised, the seven subregional working groups/committees under the chairmanship of his Department; the names of the chairperson of each committee; the number of times that they have met; if they are fully participating in advising how the EC Structural Funds are to be spent; and if he will make a statement on the matter.

I presume the Deputy is referring to the subregional review committees to monitor implementation of the Community Support Framework.

The subregional review committees, which broadly comprise the previously subregional advisory and working groups, have been established in accordance with the terms of the Community Support Framework agreed with the EC Commission. The role envisaged for the review committees is set out in paragraph 2.7 of the CSF which provides that they:

—be regularly informed and consulted about implementation of measures approved under the Community Support Framework in, or significantly affecting, the subregion concerned;

—meet not less than twice a year to receive and consider progress reports and financial statements on current and planned implementation of measures under the Community Support Framework;

—may convey their opinion on any aspect of implementation to the Community Support Framework Monitoring Committee or to the appropriate operational programme monitoring committees.
The review committees were convened in July 1990 and have all met on at least 2 occasions to date. Under the Community Support Framework the subregional review committees may designate their own chairmen. At their inaugural meetings, the committees elected the following to serve as chairmen:
