Written Answers. - Local Authority Recruitment Ban.

Question:

85 Mr. Kavanagh asked the Minister for the Environment if the ban on the recruitment of personnel to the local authority service will continue; if so, whether existing vacancies will be suppressed; if he will outline the areas of the local Government service which may be regarded as areas of particular need; and if he will make a statement on the matter.

Under present general staffing controls applicable to the local authority service, local authority managers are free to determine, within current budgets, the officer and other vacancies to be filled, provided the total number of officers as at 31 December 1989 is not exceeded and subject to posts vacated under the voluntary redundancy/early retirement scheme not being filled. The identification of areas of particular need and the allocation of staffing resources to meet those needs are matters for the managers.
