Written Answers. - Car Insurance Increase.

Question:

200 Mr. Kenneally asked the Minister for Industry and Commerce the increases which were granted to an insurance company (details supplied) in the past 12 months having regard to the fact that a person (details supplied) in Waterford, suffered an increase of 32 per cent in her premium despite the fact that (1) she is now one year older, (2) she now possesses a full driving licence and (3) has had a clean driving record since last renewal date; and if he will make a statement on the matter.

The Deputy will recall that I have already outlined the position in this case in my letter to him of 7 February, 1991, in response to his representations of 18 January, 1991.

As I indicated in that reply, insurers are required only to notify my Department of alterations in their motor rates and such alterations are determined by the individual companies themselves in the light of their own particular underwriting experience. Therefore no increases were "granted" to the company in question.

However, I have had inquiries made into this particular case and, as I have already explained to the Deputy, while the person in question has earned the appropriate no claims bonus for one year's claims free driving, the premium has increased due to the alterations in the insurer's basic rates implemented during the year. The rate increases notified to my Department by the insurer are as follows:— 1 January 1990 — 8 per cent on average; 9 April 1990 — 5 per cent on average; 1 September 1990 — 11.5 per cent on average and 1 January 1991 — 8 per cent on average.

The Deputy is no doubt aware of the driving record of the person concerned.
