The operational programme on peripherality sets out, inter alia, the Government's objectives for the development of the various elements of the public road network together with the strategies adopted and the measures to be implemented under the programme in order to achieve those objectives. A copy of the operational programme, which was published last December, is available in the Oireachtas Library.
Congestion levels on a public road can be gauged from traffic flow data and the physical features of the particular road. Details of traffic flows on every section of the network of national roads, including such roads in Dublin city, are collected annually by the environmental research unit of my Department.
