Ivan Yates

Question:

107 Mr. Yates asked the Minister for the Environment if he will outline his order of priorities for the proposed development of (1) national primary routes, (2) national secondary routes and (3) by-pass projects.

I propose to take Questions Nos. 104 and 107 together.

The operational programme on peripherality sets out, inter alia, the Government's objectives for the development of the various elements of the public road network together with the strategies adopted and the measures to be implemented under the programme in order to achieve those objectives. A copy of the operational programme, which was published last December, is available in the Oireachtas Library.

Congestion levels on a public road can be gauged from traffic flow data and the physical features of the particular road. Details of traffic flows on every section of the network of national roads, including such roads in Dublin city, are collected annually by the environmental research unit of my Department.

Capacity deficiency is only one of the criteria used in the selection/prioritisation of road improvement projects. Details of the criteria for the selection of projects to be implemented under the various measures in the operational programme are set out in the programme. My Department are at present examining the need to enhance the information available to it for project selection having regard to the criteria identified in the programme.
