Written Answers. - Bicylces Lighting Equipment.

Question:

25 Mr. Browne (Carlow-Kilkenny) asked the Minister for the Environment the progress which has been made in getting bicycle manufacturers to comply with the road regulations as asked in Parliamentary Questions Nos. 140 and 142 of 13 November 1990.

Following the questions referred to, my Department wrote to all bicycle distributors in Ireland of whom it is aware. In general, distributors consider that a voluntary "code of practice" on the fitting of lighting equipment on new bicycles would be ineffective; some distributors would not comply voluntarily and would then be at a cost advantage over those who did. I am therefore considering what alternative action could be taken whether by regulations, through better enforcement of existing law, or otherwise.
