Question:

42 Mr. Kavanagh asked the Minister for the Environment if he will outline the steps he is taking to ensure that every local authority takes responsibility for greater activity in waste recycling in their areas; and if he will make a statement on the matter.

In accordance with the environment action programme, all local authorities were directed last year to prepare recycling schemes for their areas, identifying recycling possibilities and setting out how they will facilitiate and promote such activity.

All but a small number of local authorities have now prepared these recycling schemes, and I intend to follow progress on their implementation. A grants scheme will again be administered by my Department in 1991 in relation to recycling activities undertaken by private promoters and/or local authorities.
