Written Answers. - Internal Market Directives.

Question:

247 Mr. Quinn asked the Minister for Education whether in respect of the completion of the Internal Market by 1992, he will outline in respect of her Departments (1) which directives are her responsibility, (2) the directives which have now been passed, (3) the draft directives which remain outstanding and (4) when these outstanding draft directives will be passed; and if she will make a statement on the matter.

The only such directive adopted for which I have responsibility for implementation is Council Directive 89/48/EEC of 21 December 1988, on a general system for the recognition of higher education diplomas awarded on completion of professional education and training of at least three years duration. This directive was implemented by me on 2 January 1991 by a statutory instrument (S.I. No. 1 of 1991) and I understand that we are the first member state to fully implement the directive.

The only draft directive in my area of responsibility under discussion at present is a proposal for a council directive on a second general system for the recognition of professional education and training to supplement Directive 89/48/EEC and dealing with lower levels of qualifications. As the directive involves complex issues and since a common position has not yet been reached on it by the member states it would not be possible, at this stage, to predict a date for adoption.
