Higgins asked the Minister for Justice the number of people convicted of crimes by the courts in the years between 1986 and 1991; and the number of those so convicted who had (a) primary education only, (b) primary education and second level education up to 15 years of age, (c) primary education and second level education to leaving certificate level and (d) third level education.
