Question:176 Mr. Yates asked the Minister for the Environment the total level of EC expenditure on roads in each year since 1985; and the total state expenditure on roads in the same period.
Written Answers. - Road Expenditure.
I propose to circulate in the Official Report a tabular statement setting out details of State road grants and EC grant assistance for public roads in each of the years 1985 to 1991.
EC grant assistance for the improvement of these roads in the period 1985 to 1991 has been provided from the following three sources: The European Regional Development Fund; EC Transport Infrastructure Grants (EC Budget line 580); and FEOGA Western Package 1981 to 1991: local (county) roads.
The tabular statement shows the amounts of the grant commitments for the ERDF and from EC Budget line 580 for road improvements in Ireland for each of the years in question. Payments on foot of these commitments are not made through my Department's Vote. The FEOGA grants for local roads were paid to my Department as an appropriation-in-aid; drawdown was completed in 1990.
In addition to EC grant assistance, certain road projects qualify for loan finance from the European Investment Bank. The provision of details in this regard would be a matter for the Department of Finance.
The tabular statement includes a breakdown of State road grants showing the amounts provided in respect of improvement and maintenance. However it should be noted that the cost of maintenance does not qualify for EC assistance. The State road grant figures in the statement for 1985 to 1990 are the amounts of grant paid in each of the years. The 1991 figures for State road grants represent the allocations for the year.
