Question:

77 Mr. Bell asked the Minister for Foreign Affairs if he will give the (a) name, (b) title, (c) general nature and (d) date of each (1) agreement, (2) convention, (3) directive and (4) regulation and the date on which implementation is required which Ireland has agreed to or accepted in any fashion since 1985 in respect of (i) the United Nations or any of its agencies, (ii) EFTA, (iii) the Council of Europe and (iv) the International Labour Organisation; the method effected to translate these measures into effect within the State; where implementation has not occurred, the reason in each case; the envisaged time-scale to translate the agreement into effect; and if he will indicate the conventions, agreements or directives which have been agreed to prior to 1985 and which have not yet been effected within the State.

The time and cost involved in preparing a response to all parts of this question, which has a very wide scope, involves a broad range of detail in relation to agreements under the auspices of all major international organisations as well as the consequent domestic implementing measures, most of which do not come within the responsibility of my Department, would not be justified.

If the Deputy wishes to table a question on any specific agreement, I will attempt to furnish the most comprehensive information available thereon.
