Michael Creed

Question:

93 Mr. Creed asked the Minister for Agriculture and Food the position regarding payment of a ewe premium grant for 1989 to a person (details supplied) in County Cork.

The first instalment of the 1989 ewe premium was paid to the person named on 31 January 1990. The second instalment was paid to the brother of the person named on 18 October 1990 on foot of the written instructions of the solicitor of the person named and following the transfer of the BTE herd number of the person named to his brother.

Question:

94 Mr. Hogan asked the Minister for Agriculture and Food when a suckler cow grant will be paid to a person (details supplied) in County Kilkenny.

This applicant has been deemed ineligible for grants under the 1990 suckler cow premium scheme because he made a false declaration in his application to the effect that two animals had already calved in February 1990. At inspection on 27 August 1990 it was confirmed that they had not.

96 Mrs. Taylor-Quinn asked the Minister for Agriculture and Food when payment of a cattle headage grant will issue to a person (details supplied) in County Clare.

Payment to this applicant under the 1990 cattle and equines headage scheme has already been made.

101 Mr. Farrelly asked the Minister for Agriculture and Food the reason the application of a person (details supplied) in County Meath for grant aid under the FEOGA grant scheme 1990 was not included in the batch forwarded to Brussels; if it will now be included in the 1991 batch of applications; and if he will ensure that this person will not receive a reduced grant because of the delay.

This application was received in my Department in July 1990 and was considered for inclusion in an operational programme which was then being prepared for submission to the EC Commission in the following September. However, because of the limited FEOGA funding available it was not possible to accommodate the application in that programme.

Under EC Regulation 866/90 a project is ineligible for FEOGA aid if work on it commences more than six months before the date on which the Commission receives the operational programme containing the aid application. In this particular case work on the project had already commenced when the application was submitted to my Department in July last. Therefore, as officers of my Department have already explained to the applicant, this application is now ineligible for inclusion in any future operational programmes.

However, the applicant was also informed that there were some elements in his application which might constitute a separate project and which, on that basis and subject to compliance with the start of work requirements outlined above, might still be eligible for aid. He has recently submitted a fresh application in respect of those elements. Subject to assessment of the relative merits of this and other applications with regard to the limited availability of FEOGA funding, the application will be considered for inclusion in the next operational programme to be submitted to the Commission in July.
