Written Answers. - Wheatfield Women's Prison.

Question:

34 Mr. S. Barrett asked the Minister for Justice when it is intended to commence construction of the women's prison at Wheatfield, Clondalkin, Dublin 22; and if he will make a statement on the matter.

There is no provision for building a new women's prison at Wheatfield in this year's Estimates. However, provision has been made for the total refurbishment of the existing women's prison as part of the refurbishment of St. Patrick's Institution. Work commenced on this project in mid-1990 and the first phase will be completed by the end of August. The other two phases will be completed next year. With the completion of the first phase it is intended to move the women into the refurbished accommodation as an interim measure.

The work being undertaken involves major refurbishment and reconstruction and will result in the provision of additional cell accommodation and vastly improved facilities for education, work/training and recreation. In addition the refurbishment provides for the installation of sanitation facilities and a cell-call/communication system in every cell.
With regard generally to the question of providing a new prison for women the position is that while no option has been ruled out the total refurbishment of the existing facility, which is currently well advanced, is the only means whereby a significant improvement in conditions for women can be brought about in the short term.
