Question:

17 Mr. Spring asked the Minister for Labour if he has any plans to reform the employment incentive scheme; and if he will make a statement on the matter.

Since 1989, recruitment under the employment incentive scheme is confined to disadvantaged persons such as the long term unemployed, early school leavers and the handicapped. Targeting on these groups was recommended in an ERSI evaluation of the scheme published in 1989.

I have no plans at present to change the conditions under which the scheme currently operates.
