Question:

122 Mr. Noonan (Limerick East) asked the Minister for the Environment if he has any policy on the metering of domestic water supply; and if he will make a statement on the matter.

Public policy for a long period has followed the recommendation of the Third Report of the Interdepartmental Committee on Local Finance and Taxation (Prl. 89) against widespread adoption of domestic water metering. Neither has any local authority proposed or operated such metering.

Domestic water metering, which would entail substantial capital costs, has not been identified as a priority within the Policy and Programme for 1989-93 on Water and Sanitary Services which I published in December 1990.
